    Project Description:
    Dovel developed a Web-based grants management application for ACF, called GrantSolutions.gov. It incorporates all 14 Grants Management Line of Business grant award processes for awarding agencies and recipients as well as extensive and flexible post-award reporting mechanisms. ACF awards over $46B annually for approximately 8,000 grants. The GrantSolutions Award module satisfies tens of thousands of well-documented requirements. It is integrated with three financial systems, CCR, and Grants.gov. A review of the different systems within the HHS agencies led to the selection of the ACF as one of two HHS Centers of Excellence (CoE) that all HHS grant programs would use for grants management support. In an effort to optimize and consolidate resources, the services of the ACF CoE were made available to agencies throughout the Federal Government. The AOA, the CMS, and IHS became the first CoE partners. The ACF COE has multiple customers within HHS including CMS, IHS, ASPR, ONC, and CCIIO, as well as agencies outside HHS, including divisions from Department of State, Department of Transportation, Department of Treasury, Social Security Administration, and The Denali Commission. The wide adoption and replication of this web-based application is a testimony to the strong development discipline that is deeply ingrained in Dovel’s culture. The ACF/Office of Information Services has received numerous awards as a direct result of the superior performance of the Grants Center of Excellence.     Roles and Responsibilities:

    The Technical Lead will be responsible for leading the Developers in the design, development, testing, and implementation of the system. This individual requires expertise on specific Oracle components needed, middleware, taxonomies, UIs, data structures, file repositories, and interoperability with existing / related customer systems within the enterprise to work alongside internal and vendor-based customer enterprise resources.

    The Technical Lead works closely with the Project Manager, Business Analyst, and the Development DBA to ensure the requirements are implemented appropriately. 

    Required:
    • Hands-on experience with an Oracle implementation
    • Assess and analyze requirements documentation
    • Translate requirements into a robust Oracle architecture and design that will comply with the enterprise environment
    • Hands-on experience with the Oracle tech-stack, including Must have - Webcenter Portal, Webcenter Content, ADF and Secondary skills (architectural knowledge) – BPM, Security products including OIM, OUD, OAM and Active Directory
    • Oracle Fusion Middleware experience
    • 10+ years of related experience
    • The ability to do development / review code

    The Performance and Load Tester will work within the Partner Services Team of Dovel Technologies, a company that supports Federal Grants Management solutions to more than 18 Federal agencies through the Grants Center of Excellence (www.GrantSolutions.gov).


    The Performance and Load Tester will work as an integral part of a validation and verification team. This individual is expected to script use cases for automated performance and load testing using the HP LoadRunner product, run/monitor performance tests, as well as update technical documentation in accordance with the HHS requirements documents. The individual will support the Life Cycle process; update all relevant lifecycle technical support documents, applicable lifecycle modules of the Wiki and/or any other support documentation as required.
     
    The Performance Tester is responsible for defining the test strategy using input from operations, database administration, application development and business analysts. The candidate is expected to develop, execute and maintain LoadRunner automated tests and to mentor more junior members of the team to enable them to reach their full potential.
     
    Primary responsibilities will be to develop the test strategy, record and/or script the test to be performed against the application, run and monitor the load generator tests, and analyze and provide reports on scenario results. Duties include, but are not limited to: refining requirements for performance / load testing, coordinating test executions, developing presentation of findings, enlisting help of the appropriate individuals for the test cycle and providing guidance to more junior members.
     
    Specific knowledge and experience required:
    • Minimum Bachelor’s degree in related field from an accredited college or university, or other related scientific or technical discipline and demonstrated successful experience with increasing responsibilities in the performance testing discipline
    • 6 years of experience with automated testing tools, HP LoadRunner product expertise is a must
    • Demonstrated ability to lead automated testing effort, strong desire to mentor team members in area of expertise, and high degree of comfort working as an individual contributor and as part of a team
    • Strong SQL skills, Oracle experience, Java, NetBeans
    • Experience testing in Java Apps, Web Services
    • Experience using Jira, Quality Center / Zephyr and UFT is desired
    • Excellent communication skills
