    The successful candidate will play integral role providing engineering support for NAS cloud computing activities.  Tasks will include:
    • Development of a cloud computing suitability approach, coordination of cloud computing assessments, supporting execution of cloud computing assessments and supporting/reviewing development of assessment result reports and follow-up.
    • Support the FAA in taking a strategic view of the major plans and processes needed for the NAS to achieve its mission objectives in regards to cloud computing.  Ensure an awareness and working knowledge of enterprise planning and management of cloud computing requirements needed by the NAS.
    • Support requirements gathering and analysis, and solution allocation/development for cloud computing activities. 
    • Provide financial analysis support in the development of a cloud computing business case development, including cost estimates and benefit cases. Support Capital Investment Plan (CIP) budget line items for cloud computing, including the development of an FAA cloud strategy document.
    • Participate as a team member in conducting analysis to determine the most appropriate cloud computing solution to fit the needs of the NAS and coordination of implementation activities.
    • Provide strategic engineering services to identify key functional areas/components where cloud computing is applicable in the NAS.  Support outreach activities including responding to reporting requests, supporting outreach presentations, supporting cloud computing conferences.
     
    Requirements:
     
    • A Bachelor of Science degree in Engineering, Business, Computer Science, or other related degree with a minimum of 7 years experience or a minimum of 11 years of experience without a degree.
    • Must be knowledgeable in Enterprise Architecture, SOA, full life-cycle implementation experience including requirements, design, implementation, integration and testing.
    • Must have solid business analysis and system analysis skills.
    • Cloud computing experience very desirable, including experience with virtualization, infrastructure planning and analysis, or similar skills.
    • Communication, analytical, and problem solving skills are essential.
    • Occasional travel to WJHTC located in Atlantic City, New Jersey and other FAA locations is anticipated.

(Dovel) has been awarded a contract with the Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA) for the deployment, services, and support of FDA’s Laboratory Information Managements System (LIMS). The contract is a single award IDIQ task order contract with a 5-year period of performance. The LIMS contract is not only the installation of software at laboratory sites but represents a complex, multi-year effort to support a range of scientific, operational, and technological challenges needed to evolve laboratory environments in a manner that aligns with the overall Automated Laboratory Management (ALM) program and portfolio and improves efficiency at FDA laboratories. Another goal of the effort is to improve data quality while decreasing latency, and empowering robust information sharing, traceability, chain of custody, and assessment within the FDA, with third parties, and other public health laboratories.
     
    Role and Responsibilities:
     
    Works with Senior Technical Architect to establish system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems. Works with Senior Technical Architect to design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. Works with Senior Technical Architect to ensure these systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and International Standards Organization (ISO) reference models, and profiles of standards - such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of Information Management (IM) solution of the application platform, across the application program interface (API), and the external environment/software application. SWIM capabilities apply state-of-the-art information management and exchange technologies to ensure information is available to modern applications as needed to allow more distributed decision-making and to improve the speed, efficiency, and quality of that decision-making. This information can be quickly provided to users with far less expense and complexity than current methods.

    The Proposal Manager owns the proposal planning and development phases of the Dovel BD Framework.  The Proposal Manager will be responsible for ensuring all proposal activities are completed on time and to high quality standards for coordinating the activities of all proposal staff members, including proposal volume leads, authors, production staff, and review teams, etc. The Proposal manager is responsible for developing the proposal outline, compliance matrix, and the proposal schedule.     Required Qualifications:·
     
    • The candidate must have a minimum of 5 years’ experience in managing large complex federal government proposals to provide services with a total contract value ranging from $10 to $90 million.
    • Solid understanding of Federal Government procurement process, as well as proposal processes such as SM&A and Shipley.
    • Excellent oral and written communications skills are a requirement, as is team leadership skills and experience.

    Dovel is seeking a Laboratory Liaison to perform an essential role in facilitating discussions between the information technology team; our client, Centers for Disease Control (CDC); and state public health laboratories to ensure clear and complete communications during StarLIMS v10 Implementations. In this role, you will improve the efficiency and effectiveness of requirements gathering during the Laboratory Information Management System (LIMS) implementation process, which reduces the potential for re-work later in the project life cycle. This goal is accomplished by accompanying the IT team (a small team that may consist for IT business analyst, LIMS configuration engineers, and software developers) to all laboratory engagements, participating in requirements elicitation (which includes an understanding of the As-Is state and the To-Be state), and guiding the To-Be state to use existing LIMS functionality as opposed to developing custom lab workflows. Position is for full time employment at Dovel and will be based at our client's office off Clifton Rd. Requires approximately 10% travel.
     
    Key responsibilities include:

    • Research current laboratory business practices prior to initiation of lab engagements.
    • Review existing laboratory business processes and procedures with the laboratory users and help communicate these lab practices to the LIMS Implementation Team to ensure that a clear and accurate understanding of the work flow is achieved. The LIMS Implementation Specialists will then use this information to do more of the system requirements analysis for the STARLIMS implementation.
    • Set and manage expectations with CDC laboratory stakeholders with respect to engagement timelines and laboratory time commitments.
    • Participate in laboratory engagements and workgroup kick-off meetings to help bridge the gap between the CDC scientists (lab experts) and the LIMS Implementation Specialists (IT experts).
    • Promote the benefits of using LIMS with the CDC lab science community
    • Distinguish between normal and ‘exception’ laboratory workflows in As-Is business process documentation.
    • Work with the LIMS implementation team to ensure that the appropriate level of detail has been captured to allow mapping to future state processes.
    • Guide the LIMS To-Be discussions to ensure existing capabilities are met while additional of new system features are being identified and documented.
    • Assist the LIMS Implementation Specialist in explaining expectations and time requirements to laboratory users.

The system will accession all incoming test specimens using harmonize processes and track them from receipt through disposition. ELIMS will be interoperable with CDC and other partner LIMS via HL7 messaging, Electronic Transmission of Orders and Results (ETOR) and Web services. ELIMS will allow research specimens to be used in diagnostic work flows and will provide a single view of all test results. All results reported from ELIMS will be stored in the ELIMS database and will be readily available via role-based access for ad hoc queries and cross-lab data analysis. CDC ID laboratories receive and test specimens from various origins and submissions vary from original clinical material to isolated submitter grown specimens. Specimens submitted to one lab for one purpose are frequently relevant to research studies in other ID labs; therefore, the ability to share information across ID laboratories and with other CDC stakeholders (state public health agencies, other Federal agencies) is essential.     As a LIMS Implementation Specialist, you will provide technical and administrative oversight to the program and will assist leadership in the development of a new implementation methodology, system architecture, and approach. You will have the opportunity to work closely with a growing team of senior implementation specialists, project managers, programmers, and support staff.     Key responsibilities include:

    • Performs systems requirements analysis and documentation for new laboratory implementations and change requests required to support functionality needs of Production LIMS laboratories
