    As a part of the Partner Services Department, the Customer Relationship Manager (CRM) is responsible for building and maintaining the relationship between the ACF Grants Center of Excellence (CoE) and its Federal partners.  CRMs serve as advocates for the partner’s interests within the CoE and work to obtain the CoE resources that are necessary to deliver the services required by the partner.  The CRM is accountable for the overall delivery of products and services to the partner and is focused on ensuring the partner has a successful engagement with the CoE.  Major job functions include:
     
    • Building and nurturing relationships with partner stakeholders
    • Working closely with the CoE Project Management Office (PMO) to obtain the necessary resources to ensure successful service delivery
    • Coordinating and communicating CoE service delivery to the partner, working with the appropriate CoE service teams
    • Clearly communicating partner needs to CoE Federal and contractor management

    This particular CRM position is focused on managing the engagement between the CoE and the joint Hospital Preparedness (HPP) and Public Health Emergency Preparedness (PHEP) programs, which are an aligned effort between the Assistant Secretary for Preparedness and Response (ASPR) and the Centers for Disease Control and Prevention (CDC). 

    This position is located full time in Rockville, Maryland.  Because of the nature of the CRM role, there will be some travel required to Washington, DC, and Atlanta, GA.

    The CRM will report to the Partner Services lead. 

    Specific Job Duties:

    The Senior Project Manager will be working within the Grants Center of Excellence (COE) Project Management Office (PMO) and will be responsible for managing a project that is aimed at determining what enterprise features and products should be built in order to satisfy emerging needs in Federal Grants program performance management.  The Project Manager will be responsible for directing the efforts of a team that includes business analysts, relationship managers, technical engineers, and other team resources.     The Performance and Load Tester will work as an integral part of a validation and verification team. This individual is expected to script use cases for automated performance and load testing using the HP LoadRunner product, run/monitor performance tests, as well as update technical documentation in accordance with the HHS requirements documents. The individual will support the Life Cycle process; update all relevant lifecycle technical support documents, applicable lifecycle modules of the Wiki and/or any other support documentation as required.
     
    The Performance Tester is responsible for defining the test strategy using input from operations, database administration, application development and business analysts. The candidate is expected to develop, execute and maintain LoadRunner automated tests and to mentor more junior members of the team to enable them to reach their full potential.
     
    Primary responsibilities will be to develop the test strategy, record and/or script the test to be performed against the application, run and monitor the load generator tests, and analyze and provide reports on scenario results. Duties include, but are not limited to: refining requirements for performance / load testing, coordinating test executions, developing presentation of findings, enlisting help of the appropriate individuals for the test cycle and providing guidance to more junior members.
     
    Specific knowledge and experience required:
    • Minimum Bachelor’s degree in related field from an accredited college or university, or other related scientific or technical discipline and demonstrated successful experience with increasing responsibilities in the performance testing discipline
    • 9+ years of experience with automated testing tools, HP LoadRunner product expertise is a must
    • Demonstrated ability to lead automated testing effort, strong desire to mentor team members in area of expertise, and high degree of comfort working as an individual contributor and as part of a team
    • Strong SQL skills, Oracle experience, Java, NetBeans
    • Experience testing in Java Apps, Web Services
    • Experience using Jira, Quality Center / Zephyr and UFT is desired

    Position Description
     
    Dovel Technologies, Inc. has been awarded a contract with the Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA) for the deployment, services, and support of FDA’s Laboratory Information Managements System (LIMS). The contract is a single award IDIQ task order contract with a 5-year period of performance. The LIMS contract is not only the installation of software at laboratory sites but represents a complex, multi-year effort to support a range of scientific, operational, and technological challenges needed to evolve laboratory environments in a manner that aligns with the overall Automated Laboratory Management (ALM) program and portfolio and improves efficiency at FDA laboratories. Another goal of the effort is to improve data quality while decreasing latency, and empowering robust information sharing, traceability, chain of custody, and assessment within the FDA, with third parties, and other public health laboratories.

    • The Program Analyst shall be responsible for assisting in developing budget plans and meeting project requirements.
    • Supports and manages all aspects of project financial management including invoices, Earned Value Management (EVM), and budget planning/forecasting.
    • The Program Analyst will also assist project teams in establishing or defining program requirements and monitor each projects financial progress.
    • This individual shall provide as needed support to project teams, report financial and operating data; support development of management reports and project status reports.

    Required Qualifications:

    • Must be knowledgeable in Excel, MS Project and other similar analytical tools

    Position Responsibilities

    The Reporting Author will be accountable for the scheduled and ad-hoc reporting requests, development of technical documentation, and to provide support to our partners reporting user-base. Responsibilities of this position include, but are not limited to:
    • Gather reporting requirements with federal partner or internal team members
     • Author reports in IBM Cognos 10.x as needed
     • Develop a deep understanding of the of internal data and transaction systems for reporting purposes
     • Attend stand-up and team meetings to represent reporting interests
     • Work closely with internal and external resources on the identification and creation of new reporting feature development
     • Understand systems testing and to act as a testing resource for newly added features and functionality. Train partner end users based on training curriculum for ad-hoc reporting capabilities
     • Provide support to Tier 1, 2, and 3 Helpdesk staff and Partner Services staff as needed
     • Maintain and update the catalog of reporting and any other assigned documentation as needed
     
    Position Reporting

    This position will be based in our corporate office in Rockville, Maryland and will be report to the Product Manager for the ERS service line.  Additionally, this position will work closely with other members of the Partner Services Team and directly with partner reporting end-users.  This position will have no direct supervisory capacity at this time.
     
    Requirements

    • Experience of the Federal Grants Business Process and of key Federal Enterprise Grants Management is desired
     • 2 or more years’ experience authoring reports in IBM Cognos BI tools and 1 or more years’ experience authoring in IBM Cognos BI 10.x
     • Bachelor’s Degree and minimum of 3-5 years of experience in Information Technology or associated field – preferably in an analyst capacity
     • Proficient in technical writing and documentation including ERD diagrams, release notes, & other technical artifacts
     • Understanding of data schemas and an ability to translate business needs into report requirements
     • Outstanding written and verbal communication skills
     • Experience in a client facing role and maintains a strong client services mindset

    Program Description:

    Dovel Technologies, Inc. (Dovel) has been awarded a contract with the Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA) for the deployment, services, and support of FDA’s Laboratory Information Managements System (LIMS). The contract is a single award IDIQ task order contract with a 5-year period of performance. The LIMS contract is not only the installation of software at laboratory sites but represents a complex, multi-year effort to support a range of scientific, operational, and technological challenges needed to evolve laboratory environments in a manner that aligns with the overall Automated Laboratory Management (ALM) program and portfolio and improves efficiency at FDA laboratories. Another goal of the effort is to improve data quality while decreasing latency, and empowering robust information sharing, traceability, chain of custody, and assessment within the FDA, with third parties, and other public health laboratories.

    Role and Responsibilities:
     
    • Must be able to configure STARLIMS COTS to address customer requirements
    • Establishes system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems.
    • Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
    • Performs training of customer personnel
    • Provides day-to-day support including problem resolution and guidance to junior team members
    • Ensures these systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and International Standards Organization (ISO) reference models, and profiles of standards - such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of Information Management (IM) solution of the application platform, across the application program interface (API), and the external environment/software application.
    • Ensures that the common operating environment is TAFIM compliant.
    • Evaluates analytically and systematically problems of workflows, organization, and planning and develops appropriate corrective action.
    • Must be able to communicate effectively with members of a large, diverse team and to document test findings and issues in clear, concise terms.
    • Good time-management and task prioritization skills to manage several assignments simultaneously
    • Provides daily supervision and direction to staff.
     
    Minimum Requirements:
     
    • Knowledge of Laboratory Information Management Systems and laboratory operations is strongly preferred
    • Requires strong analytical and communication skills as well as sound judgment and the ability to work effectively with analysts, developers, managers, and remote resources
    • Minimum of 5+ years LIMS configuration experience
    • Virtual position; must be available to travel to the DC-Metro area occasionally

    Dovel is seeking a Senior SOA Architect / LIMS Implementation Specialist for a growing project at the US Centers for Disease Control and Prevention (CDC). The LIMS Implementation Specialist provides expertise in developing LIMS systems involving new technologies, methods, concepts or approaches related to lab systems. Provides technical and administrative direction for personnel performing system development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules. They work closely with the project manager, development team, and other analysts to ensure the correct implementation of the written functional specifications for LIMS. They demonstrate mastery of the subject matter and diversified knowledge of principles and practice in LIMS.
     
    Job Duties:

    • Performs systems requirements analysis and documentation for new laboratory implementations and change requests required to support functionality needs of Production LIMS laboratories
    • Proposes and designs user interfaces and technical solutions for new features or modifications to core functionality in order to meet the lab’s requirements
    • Provides expert technical knowledge of LIMS and the ability to work within its relational databases
    • Develops lab-specific functionality to support the lab’s specimen lifecycle
    • Conduct initial unit testing as required
    • Validates the system prior to delivery to the laboratory in support of their final validation activities

    • Experience with developing comprehensive requirements specifications for complex systems/applications with a track record of successfully leading analysis efforts for large and complex projects to solve significant technology-related problems in a complex environment.
    • Familiar with lab systems, integration techniques, and web services with understanding and exposure specifically to LIMS concepts, phases and deliverables
    • Familiar with common laboratory terminology, processes and procedures
    • Firm grasp of system/application architecture and concepts
    • Strong problem solving and analytical capabilities
    • Ability to understand customer needs and manage expectations
    • Excellent verbal and written communication skills
    • Strong analytical and problem solving skills
    • Ability to work independently and as part of a larger team
    • Certification of Competency in Business Analysis (CCBA)
    • Needs working knowledge of Jscript and experience with STARLIMS Scripting Language (SSL)
    • Strong technical acumen and familiarity with current technologies and system architectures
    • Lean/Six Sigma background or prior experience in process engineering
