    Our Business Analysts setup and support the web-based software that streamlines the management of over $60 billion of Federal grants.  They build and nurture relationships with our customers, juggle multiple projects at once, and support our customers from initiation to execution.  They engage in business process analysis and identify ways for our customer to improve their operations.  They take an active role in improving our software and service offering.
     
    This position is located in Rockville, MD and will require some travel within the Washington, DC Metro area in support of our agency customers.
     
     
    Position Responsibilities
     
    • Participate in fit/gap analysis sessions to better understand clients’ business process
    • Conduct analysis and determine client operational objectives by studying business functions, gathering information, and evaluating output requirements and formats
    • Conduct needs assessment where appropriate by collecting information pertaining to work procedures, workflow, reports, and other customer business needs
    • Provide end-user support by email, phone, chat, or face-to-face meetings
    • Provide issue management for end-user problems and ensure a consistent high-level responsiveness and customer care
    • Determines system utilization requirements by researching and testing systems

    Required Skills

    The Training Lead will be heavily involved in training and supporting end users as a part of the rollout of Federal Enterprise Grants Management software at the Administration for Children and Families (ACF) and its partner agencies.     The Training Lead will manage and allocate training resources as required, assuming oversight of a team of 3+ trainers.  The Training Lead will be responsible for equipping end users with the knowledge and skills needed to successfully use the new software in support of the agency mission.

    Role and Responsibilities:
     
    • Must be able to configure STARLIMS COTS to address customer requirements

    • Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.

    The Performance and Load Tester will work as an integral part of a validation and verification team.     Primary responsibilities will be to develop the test strategy, record and/or script the test to be performed against the application, run and monitor the load generator tests, and analyze and provide reports on scenario results. Duties include, but are not limited to: refining requirements for performance / load testing, coordinating test executions, developing presentation of findings, enlisting help of the appropriate individuals for the test cycle and providing guidance to more junior members.

    • Provide support in identifying SOA based non-functional system requirements such as security, transactional integrity, reliability, availability, and agility.
    • Work with IT and business organizations to facilitate organization commitment for all systems and software plans, as well as evaluate and select all technologies required in completing those plans.
     
    Minimum Qualifications 
     
    • Bachelor of Science degree in Engineering, Business, Computer Science, or other related degree with an advanced degree preferred.
    • Over 10 years of project management experience
    • Must be knowledgeable in Enterprise Architecture, SOA, J2EE, and/or Net Full Cycle implementation experience including requirements, design, implementation, and integration and testing.
    • Knowledgeable of SOA products (i.e., IBM Websphere, Oracle Application Server, Weblogic and Fusion Middleware and Fuse (Enterprise Service Bus, Services Framework, Message Broker and Mediation Router), Registry/Repository, ESM, Policy Server).
    • Knowledgeable in distributed computing background.
    • Communication, analytical, and problem solving skills.
    • Implementation familiarity including requirements, design, implementation integration, and testing.
    • Knowledge with messaging systems.
    • Reference architecture using industry reference models (Open Group, Oasis)
    • Distributed environment technology realities
    • Design patterns, standards and governance experience
    • Application and technology integration
    • Integration and architecture design
    • Tools and technologies used to design, plan, and validate architecture designs
      Architecture developed for complex business to business transactions
    • Experience Java, JEE, Web Services(SOAP, REST), ESB
    • Knowledge of Grants Management a big plus

For more than 20 years, Dovel has provided IT systems and support to Federal and Defense clients. We have a current opening for a Laboratory Application Support Specialist to support a large government contract.

    Roles and Responsibilities:
     
    • Provide day to day support for a STARLIMS implementation, its integration with site instrumentation, instrument applications and the instruments.
    • Assist with site configuration and implementation of STARLIMS.
    • Analyze user needs to determine functional requirements
    • Facilitate meetings, system configuration and development evaluations and site acceptance testing.
    • Work with program and centralized team to evaluate site needs versus STARLIMS system capabilities and determine best approach within the system for configuration for enhancement requests or issue resolution.
    • Work with program and centralized team to troubleshoot instrumentation issues and maintain instrument controllers.
    • Identify required tasks and their interrelationships
    • Identify resources required for each task
    • Configure the STARLIMS application in all aspects including Electronic Laboratory Notebook use
    • Provides instrument specific knowledge regarding instruments, instrument controllers, and their integration with a LIMS. Performs installation, configuration and integration of instruments and instrument controllers.
    • Provides coordination with equipment manufacturers to install, maintain, and troubleshoot instruments and instrument controllers. Also provides support for the operation of a LIMS.
     
    Requirements:

    ** Must have experience with LIMS (Laboratory Information Management System) and Laboratory Instrumentation**
     
    • Laboratory experience with Microbiology and/or Chemistry preferred.
    • Life science business process experience
    • Requisite knowledge and expertise so recognized in the professional community that the Government is able to qualify the individual as an expert in the field for an actual TO
    • Demonstrated exceptional oral and written communication skills
    • Experience with LIMS (STARLIMS preferred)
    • Experience with Quality and Analytical Testing processes.
    • Experience analyzing current business processes and recommending improved processes based on industry standards and work experience.
    • Ability to work as part of a remote team or with geographically dispersed team
